The Process Server (TPS) States Where Process Servers Must Undergo Extensive Training

Not all states require training for process servers, but some enforce strict education, testing, and certification requirements before allowing them to operate.

In these states, process servers must complete coursework, pass exams, and maintain ongoing education to stay compliant. Failure to meet these requirements can result in denied certification, suspension, or even disqualification from the profession.

Here are the top states with the most extensive training requirements for process servers.

1. Texas – Supreme Court-Certified Training & Exam

Texas requires process servers to complete a Supreme Court-approved training program before certification.

Certification Process:

  • Complete a 7-hour state-approved training course

  • Pass a written exam covering Texas Rules of Civil Procedure

  • Submit fingerprints for a background check

  • Obtain certification from the Texas Judicial Branch Certification Commission (JBCC)

Ongoing Requirements:

  • Renew certification every three years

  • Complete continuing education (8 hours per renewal period)

Texas has one of the most structured training programs, ensuring process servers fully understand legal procedures before serving.

2. Arizona – Supreme Court Certification & Testing

Arizona is one of the few states requiring process servers to pass a rigorous state exam before certification.

Certification Process:

  • Pass the Arizona Supreme Court’s process server certification exam

  • Complete a fingerprint background check

  • Submit an application through the county superior court

Ongoing Requirements:

  • Certification renewal every 3 years

  • Some counties require additional testing or supplemental education

Arizona’s process servers must pass an exam and meet Supreme Court regulations, making certification one of the most challenging in the country.

3. Florida – Court-Approved Process Server Programs

Florida mandates court-approved certification with extensive training in legal service procedures.

Certification Process:

  • Complete a state-approved training course

  • Pass a written exam covering Florida’s process serving laws

  • Get appointed by the Chief Judge of the judicial circuit in which they plan to serve

Ongoing Requirements:

  • Annual recertification required in many circuits

  • Some circuits require additional ethics and legal training

Florida’s county-by-county certification system ensures process servers receive proper training before being approved to serve.

4. Illinois (Cook County) – Court-Ordered Approval & Training

While Illinois doesn’t require statewide licensing, Cook County (Chicago) enforces strict court-ordered training and certification.

Certification Process:

  • Petition the Cook County Circuit Court for approval

  • Complete a court-approved training program on service laws

  • Pass a test and demonstrate knowledge of Cook County’s process serving regulations

Ongoing Requirements:

  • Renew certification periodically

  • Some process servers must complete additional training based on case types

Cook County’s process servers must pass a strict court review process, making it one of the hardest places to serve papers in Illinois.

5. California – County-Level Registration & Training Requirements

California mandates county-level registration, with some requiring formal training.

Certification Process:

  • Register with the county if serving more than 10 papers per year

  • Complete training in select counties (e.g., Los Angeles County)

  • Submit a background check and fingerprinting

Ongoing Requirements:

  • Re-register every two years

  • Some counties require continuing education

While California’s training varies by county, some areas (like LA) require extensive legal knowledge before certification.

6. Washington – Mandatory Training & County Certification

Washington state requires process servers to be certified at the county level, with some mandating training courses.

Certification Process:

  • Register with the county auditor

  • Some counties require completion of a legal training program

  • Submit fingerprints and pass a background check

Ongoing Requirements:

  • Renew certification every 2-3 years

  • Comply with updated training requirements from the county

While regulations vary, some Washington counties enforce strict training protocols.

7. Nevada – Licensed Private Investigators & Training Courses

Nevada enforces strict process serving regulations, requiring training under private investigator laws.

Certification Process:

  • Must be a licensed private investigator or work under one

  • Complete a state-approved legal training program

  • Pass a background check and meet bonding requirements

Ongoing Requirements:

  • Maintain a private investigator license with the state

  • Complete continuing legal education to keep the license active

Nevada’s process servers operate under private investigator laws, making certification one of the most demanding in the U.S.

Excellent work. Right to the point with instructions what to send them and what their procedure was. Had my papers served right after the holiday weekend and a copy of the declaration was emailed to me and one was mailed led to the court. No surprises. I’d recommend them to others. Oh! Before I forget, what I like the most was that they answered the phone both times I called. This is rare nowadays.

Justin is the office staff member that did the coordination and John is the staff member that performed the actual document serving. Both super great individuals. Both professional. Both communicated extremely well. I received a follow up phone call from Justin (after the serve) to ensure I filed my paperwork with the court (given that this was a rush serve situation). I also received a confirmation call from John after the serve was completed, informing me how the serve was received.I would definitely use them again! You have to be careful what process servers you use. These guys are really good and professional. —Todd

Tried using a different process server prior to them to save some cash, but the other company struggled every step of the way from the very beginning. Decided to reach out to this company and they handled everything very smoothly and were able to get my person served quick. Communicated along the way, answered all of my questions and overall made me feel much more at ease over the whole situation. Will be using them more in the future and have already recommended them to anyone who needs a process server
