Statewide California coordination
California is the most method-specific service state in the country: substituted service requires a mailing and a declaration of diligence, and the proof of service is executed under a statutory section. Assignments are prepared for that record from the first attempt.
Assignment basics
Nothing here guarantees a service outcome; results depend on the defendant, the address, and the court's requirements.
Jurisdiction
The Code of Civil Procedure sets the methods, the mailing requirements, and the proof.
Who may serve. Under CCP section 414.10, service may be made by a sheriff or marshal, or by any person over eighteen who is not a party to the action. Registered process servers, registered under Business and Professions Code section 22350, are the common commercial standard.
Method. Sections 415.10 through 415.95 set the permitted methods: personal delivery, substituted service at the dwelling or usual place of business followed by mailing under section 415.20, and service by mail with acknowledgment of receipt under section 415.30. Each method carries its own timing consequences.
Proof. Proof of service is executed under CCP section 417.10 and filed with the court. Substituted service depends on a declaration of diligence that describes the attempts, so every non-contact attempt is recorded in that form.
Diligence is the record
In California the failed attempts are not wasted effort, they are the evidence that supports substituted service. Attempt times, access conditions, and observed facts are recorded for the declaration.Execution
Attempts are structured to build a diligence record that survives scrutiny, not just to make contact.
Case details, defendant information, service address, and documents are captured in one request.
The assignment is matched to the venue, county, and precinct responsible for that address.
Each attempt is recorded: date, time, address description, access conditions, and contact outcome.
Where personal service fails, substitute service or a diligence record for alternative service is prepared.
A sworn affidavit formatted for the issuing venue is returned for filing.
Coverage
Los Angeles County carries a dedicated county page and the Los Angeles city page; every other county is coordinated through the statewide desk.
Local logistics
Geography, building access, and court practice decide how an attempt is planned.
California has fifty-eight trial courts with their own local rules and filing practices. Assignment handling follows the county where the case is filed.
Downtown Los Angeles and the Bay Area add lobby security, tenant-only floors, and mailroom intake. Access outcomes are recorded at each attempt.
Los Angeles County contains eighty-eight cities. A Los Angeles mailing address may belong to a different city, and the county court district is confirmed by address.
Substituted service adds a mailing that starts the response clock. The mailing date is documented because it can determine whether the response period has run.
Documents
Each category is handled with the method the governing rule allows.
Service options
Standard, rush, or emergency coordination — same documentation standard.
Documented multi-attempt service with a filing-ready affidavit.
Priority dispatch and accelerated attempt scheduling.
Immediate coordination for time-critical court deadlines.
Dispatch timing does not guarantee completion. Completion depends on defendant access, address conditions, and the requirements of the issuing court. How pricing is determined
