National city directory
Cities are where an attempt succeeds or fails. Municipal boundaries, building access, and the difference between a city limit and a mailing address decide how an assignment is planned.

Why the city matters
A city name on a document is not the same thing as a court venue or a reachable door.
A municipality may cross county boundaries, and a postal city name does not necessarily identify the legal municipality. The physical service location helps determine execution conditions, while the issuing proceeding and applicable law determine court jurisdiction and legal venue.
Guard gates, locked lobbies, call boxes, tenant-only floors, and controlled parking decide whether an address is reachable. Access is planned before the first attempt, not discovered at the door.
Attempt windows follow the person, not the office. Shift work, seasonal residence, and travel change when a door is answered, so timing is set per assignment rather than per city.
Every outcome is recorded at the address level — date, time, location, and what occurred — so a later filing rests on a specific attempt rather than a general claim of service.
How an assignment runs
Every assignment is reviewed individually for applicable requirements, service location, available execution and documentation. The operational workflow is consistent, while lawful service methods and procedural requirements vary.
Review the physical service address, intended recipient, supplied court or proceeding information, relevant deadline and applicable service requirements. The issuing court is not inferred from the address.
Access conditions, building type, and the hours a person is likely to be reachable are set before the first attempt.
Attempts are made at the address and recorded as they happen, including what prevented service when nothing could be completed.
The result is checked against the assignment instructions before anything is reported back.
Prepare appropriate final signed, sworn documentation reflecting completed lawful service or unsuccessful diligent efforts, according to the applicable requirements.
Provide the client with the final service outcome and appropriate sworn documentation. Court filing, where required, is handled according to the proceeding and agreed assignment scope.
